As a private service producer, Touhula complements the welfare services provided by municipalities and increases the options available to parents in choosing a suitable day-care provider for their children. The majority of Touhula’s day-care centers operate under a voucher model, which ensures equal access to private day care to all families.

Market trends and drivers
The Finnish early education market is expected to grow as a result of a higher share of children attending organized day-care. Today the organized day-care penetration in Finland is only 73% compared to 80-90% levels in neighboring Nordic countries. Going forward the penetration of private service production is expected to increase driven by municipalities wanting to offer optionality and high quality and affordable services to Finnish families.
